
Nobagh Shah was one of the famous gardens in Sari, covering more than 10 hectares. In the middle of it was a building called Kolah Farangi with a large pool. In the middle of the large street garden, on both sides of which were tall and beautiful cypress trees. Some of these cypresses still remain from that era, and for this reason, this street was known as Sarvo Bagh Shah at that time.
After the collapse of the Qajar era and the formation of the next government, this garden was donated to the Shah government at that time by the descendants of the family of Prince Mohammad Qoli Mirza. During the first Pahlavi era, this property was given to the army, and Nobagh Shah became a garrison.
The current provincial park is located on the site of this garden.

The Sari Treasury Building was built in 1310 with a design by Mirza Ali Khan Mohandes.
"Mirza Ali Khan Mohandes was one of the prominent architects of the first Pahlavi period who studied architecture in Russia. He designed important buildings such as the Shahrbani Palace (currently the Ministry of Foreign Affairs), the Ebrat Museum (Adlieh Detention Center), the National Real Estate and Documents Registry Office, Tehran's Hassanabad Square, and the Topkhaneh Square Post and Telegraph Office. We know little about his life and not even a single photograph of him remains, but his works remain a monument to modern Iranian architecture."
The Sari Treasury Building was one of the options to become the Sari City Museum due to its beauty, antiquity, and convenient location, but of course it was forgotten.
